		<description>Defense spending cuts rarely impact R&#38;D because presidents rarely ask for cuts in R&#38;D.  And considering that most of our weapons systems are still far and above those of our closest competitors, we could probably do well not to invest, for example, $20 billion annually into two fighter programs and missile defense.

In fact, a good chunk of our R&#38;D is driven by the need to compensate for selling advanced weaponry to other countries.  If we cut back on that, we could slow down the pace of development.</description>
