And considering that most of our weapons systems are still far and above those of our closest competitors, we could probably do well not to invest, for example, $20 billion annually into two fighter programs and missile defense. In fact, a good chunk of our R&D is driven by the need to compensate for selling advanced weaponry to other countries. If we cut back on that, we could slow down the pace of development. Defense spending cuts rarely impact R&D because presidents rarely ask for cuts in R&D.
